Oklahoma seeks death penalty for attorney who allegedly helped client kill ex-girlfriend and parents

Oklahoma prosecutors are seeking the death penalty against a former criminal defense attorney who fell in love with his client and then allegedly helped him murder his ex-girlfriend and her parents.

Keegan Kelley Harroz, 38, and his former client-turned-lover Barry Roland Titus II, 40, are charged with breaking into the victims’ home in rural Beggs, Oklahoma, in September 2019 and having shot and killed Titus’ ex-girlfriend and her parents.

The bodies of Tiffany Eichor, 43, and her parents – Jack Chandler, 65, and Evelynn Kaye Chandler, 69 – were found riddled with bullet holes. They had been shot several times by two weapons of different calibers.

Harroz and Titus are in federal custody and are each charged with three counts of first-degree willful and intentional murder and one count of first-degree burglary, the documents show.

Now the state wants to execute the former lawyer who allegedly helped his client and lover commit the triple murder.

New documents filed March 28 from the New Okmulgee County District Attorney’s Office detail why prosecutors believe Harroz “should be punished by death” for the murders.

The documents say the killing of Eichor’s 69-year-old mother was ‘particularly heinous’ because she ‘suffered mental anguish’ before being shot, as the suspects ‘began shooting shots hitting and killing her husband, Jack Randall Chandler, as she attempted to hide from intruders, seeking refuge in her closet.

Eichor also “suffered severe physical abuse, torture and pain before and during her death,” according to the new documents, as she “heard intruders enter the home she shared with her parents and began shooting. shots hitting and killing his parents”. , Jack Randall Chandler and Evelynn Kaye Chandler.’

The documents also allege that the murders of Eichor and his parents were attempts by Titus to avoid prosecution for domestic violence allegations made by Eichor before his death.

Eichor had reported that Titus assaulted her and she had an active protective order against him.

Harroz represented him in the domestic assault case.

Jack Chandler, 65, and Evelynn Kaye Chandler, 69, and their daughter, Titus' ex-girlfriend Tiffany Eichor, 43, were shot dead at their home in Beggs, Oklahoma in September 2019.

Harroz and Titus were considered suspects in the triple homicide early on due to Titus’ connection to Eichor and several findings that pointed to the pair.

CCTV from the home captured the moments leading up to the September 2019 killings, including a vehicle belonging to Harroz pulling up to the scene.

The video revealed two individuals exiting the vehicle, one of whom was “obviously male and very tall” while the other was “much shorter and shorter”.

The video ends after the perpetrators approached the house on foot, and it was later determined that they “pulled the electric meter before forcing entry into the residence”.

When investigators restored power to the home, the clock on the stove showed 3:04 a.m., leading authorities to believe the murders took place near that time.

Investigators discovered a cap near the area where the vehicle had parked, and the DNA on the cap matched DNA samples taken from Titus during his incarceration.

Harroz and Titus reportedly planned their first “act of revenge” in January 2019 after one of the deceased “testified against one of his clients.”

One of Harroz’s defendants in an unrelated Oklahoma City drug smuggling case, Jose Uribe, admitted to dropping a suspicious package outside the home where Eichor and his parents were killed, eight months before the murders.

Uribe told investigators that Harroz asked him to plant what he believed to be meth outside the house and to inform his drug task force manager that there were drugs there. -low.

Harroz was arrested and charged on September 13, 2019 with witness intimidation after Uribe said he followed his instructions to try to get a lighter sentence.

On the same day as Harroz’s 2019 arrest, his brother turned over an AR15 rifle he said was used in the triple homicide to law enforcement.

The rifle has been traced back to its original owner, who owns a shooting range on his property. This witness was interviewed and they revealed that the guns were sold to Barry Titus and a woman, who was later confirmed to be Harroz.

Titus and Harroz had fired the rifle while negotiating the sale, leading investigators to find casings from that rifle on the range.

These casings matched casings found at the crime scene, leading the district attorney to file a murder charge.

Harroz had previously been sentenced to 24 months in federal prison for possession of a firearm while on a victim protection order in connection with an Aug. 4, 2019 violation.

Titus had previously been sentenced to 36 months in federal prison for possessing a firearm while consuming illegal substances. He admitted to illegally possessing a firearm on or about November 25, 2015, when he was an illegal user of a controlled substance.

According to prison records, Harroz and Titus are still being held at the Okmulgee County Detention Center.
